Oracle Linux: Chronyd is not Listening on Default NTP port 123

Symptoms
- New implemented chronyd server is not responding properly to calls on default port:123 of NTP protocol.
- Network sniffing with tcpdump shows calls being done to default port from clients but server is not responding.
tcpdump -i <INTERFACE> port 123 and host <IP_client>
Note: These logs are from a replicated lab internally so IP are internally.
Chrony server IP: 192.168.X.Y
Client IP: 192.168.A.B
