On PeopleTools 8.49.18 and HRMS 9, enabling W2s using XMLP in the HCM 9.0 Self Service application for 25,000 users has caused the host CPUs to reach and remain at 100%.
It was believed that the environment was sized properly to accommodate the activities of 25,000 self service users executing the W2 XMLP application.
The issue can be reproduced at will with the following steps:
1. Enable the W2 self-service application for 25,000 users
2. Once users begin accessing the application, observe CPU utilization goes to 100% and remains there, which prevents any further access to the system, and effective use of the system to stop.
Due to this issue, users cannot create W2s using the self service application, which is a Federally mandated reporting application. Additionally, the entire system becomes unavailable to all users because it is overwhelmed by a few SS W2s.
