EPY: GLX001A, GLX001B problems after NY P0023 tax additions (Doc ID 1053072.1)

GLX001B is not handling employer local taxes correctly. The GL_# string is not populated correctly, seems to default from the last state employer tax.

EXPECTED BEHAVIOR

The expense account code should be pulled from COMPANY_TBL, GL_LCL_EXP. It is unclear where the data being used is coming from

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Calc and confirm a check for an employee with a local EMPLOYER tax (NY MTA is a good example)
2. Run GLX001B
3. Review the GLX001B.TRN file created, look for the local employer tax

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Expenses for the local tax are distributed to the wrong GL account. Liabilities are OK.
