E-Db2 New Install: Scheduler does not Boot; Two-tier Logon to Application Designer Fails (Doc ID 1064496.1)

Goal

Customer installing HR 9.1 with PT 8.50.n reported that the new Windows Process Scheduler could not boot up.   On investigation, tracing of a two-tier logon attempt to Application Designer showed that a connection to the new database was not even made.  Trace file showed:
