Symptoms

In PeopleTools 8.48 or later, when trying to access in a web browser a successfully generated WSDL via URL like the following

http://{HOST}:{PORT}/PSIGW/PeopleSoftServiceListeningConnector/{SERVICENAME}.1.wsdl

get a SOAP fault response with error text as follows:
