Arrears Balance does not Clear if Deduction Code on the Benefit Program Table Has Changed (Doc ID 1068461.1)

Symptoms

After changing the deduction code for the Benefit plans, the Benefit Arrears amount from the previous deduction code is not cleared after the Medical Arrears amount already taken out from the paycheck. This causes extra deductions every pay period.
