E-IB: Get "IB Domain Failover Occured" Logged Every Few Minutes by PSMONITORSRV (Doc ID 1069021.1)

Symptoms

In a PeopleTools 8.48+ based Production environment with several appserver domains, two of which have Integration Broker PUBSUB processes and are configured for failover, so only one is active at any given moment, the MONITORSRV_mmdd.log files in all the app server domains (not only those with PUBSUB) are being filled by messages "IB Domain Failover Occured" that happen every few minutes. There are no other errors or observations that could account for failover that frequent. The messaging works.

The expected behavior is that the message "IB Domain Failover Occured" should only appear occasionally when actual failover occurs because one domain is down or too busy, not every few minutes.
