E-AE/DB: Application Engine Process Run to Error if Database Connection was Dropped Unexpectedly (Doc ID 1082697.1)

After upgrading to Tools 8.50.05, when running an Application Engine program at night, e.g. PRCSYSPURGE, intermittently the AE process fail to start with variant kind of ORA error. Such as,

ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
ORA-00028: Your Session Has Been Killed
ORA-01010: invalid OCI operation
ORA-24330 in Oracle 11.2.0.X

Then the below confusing error message in AE log is seen.

Could not setup user PSAPPS's credentials for this AE program. Perhaps
this AE request is running outside the user's allowed signon times

The same process might run successfully when restarted manually, but may also error again. A second restart of the same AE can run to success.

Note: In one case, the database server was reboot at night, and process scheduler was not restarted after that. This used to be working on PeopleTools 8.49 before.
