Demand Lines with a Fulfillment Status of 'Shipped' (60) Do Not Deplete when Not Using Soft Reservations (Doc ID 1086385.1)

Symptoms

When creating a Material Stock Request (MSR) for an Item with no quantity available and running the 'Reserve Materials' (IN_FUL_RSV) and 'Order Release' (IN_FUL_RLS) processes in order to push the demand line to shipping (Fulfillment Status of 60), you get 2 demand lines, one being 'Canceled' (Fulfillment Status of '90') and the other one marked as 'Shipped' (Fulfillment Status of '60'). However, the shipped demand line cannot be depleted.

The issue occurs only when Soft Reservation is not used and the Inventory Business Unit is set up to cancel Backorders.
