E-WL: PIA Install with WebLogic 10.3.x Fails on Windows Platform with Error "INSTALL FAILED!!!" (Doc ID 1091423.1)

When installing a WebLogic 10.3.x PIA on Windows, the install begins. But then an 'Install Complete' window displays with the following error:

No log file is created.

The issue can be reproduced with the following steps:
  1) Go to <PS_HOME>/setup/PsMpPIAInstall
  2) Run the PIA installer (ie setup.bat) which loads GUI
  3) Provide requested information (eg Install Type, Domain name, etc)
  4) Begin the Installation
  5) Installation runs for a few minutes and then fails with the above message
