Cannot Access Future Dated New Employee Hires or Terminated Employees In Workforce Administration

Symptoms
User enters a future dated new hire, adds effective sequence 1 with the same effective date and "DTA" as the action. When viewing this employee in Job Data, the new row with "DTA" action is not displayed. Why? All security jobs have been executed.
Also, terminated employees do not show up on Job Data. When searching for a terminated employee, receive the message 'No matching values found'.
