When an ePerformance Document is completed and the Average Ratings are calculated, if a Section of the document has Not Applicable = 0 Numeric Rating for a particular item selected for that particular section, the Rating Scale used has a value of 0 for this Not Applicable Rating but this item is actually calculated in the Average Rating for the section.
Subsequently, the system includes this section in the Overall Rating and add the values from for each section together and averages the Rating for all the sections so if a Section has item that are all marked with a 0 rating and this sub total = 0 the section still includes this 0 rating in the Average Calculation, thereby reducing the Average for the Overall Rating
The expected results would be that the calculation ignores the items and sections rated with a 0 and uses the average for the section that have a value greater than 0
