Primary solution documents have been created for all State Locals that have changes in 2010. Additional locals will be added when new ICE Reports are opened. 

The intent of these documents is to track the history of Local withholding taxes through incidents, fixes, and tax update references.

We appreciate customer help in identifying new locality taxes and tax rate changes.    If reporting a new local, or a local rate change to Global Support, please attach the local ordinance or give us a link to the locality website.

Changes are not delivered in each tax update, but are instead delivered in a special posting annually each December (and in the following January tax update), once changes for January 1 of the upcoming year have been published in the "Official Register" on the Pennsylvania website.  The changes delivered in each special posting will also be delivered in the following Tax Update XX-A.

  The reason for delivering the Local Services Tax changes only once per year this way is that the annual flat dollar amount of tax is deducted on a prorated basis from each paycheck, with the pay period amount depending on the employee's pay frequency (weekly, biweekly, semi-monthly, or monthly).  If we change the annual amount mid-year, it will throw off the prorated per-pay-period amount.
