EPY: Invalid Character Causing Empty W2 PDF Output File

Symptoms
When running the process, PYYEW2 'Create W-2 PDF Forms', it completes succesfully but does not produce the PDF output file. Even when the process is run and a batch size of 1000 is used, it still does not create the PDF output file. If it is run for only a few employees, the PDF output does get created.
EXPECTED BEHAVIOR

When the Create W-2 PDF Forms process is run for all employees, it should produce a PDF output file containing all employees who were processed. In this case, it should produce a PDF containing W-2 forms for 4,733 employees.
STEPS

The issue can be reproduced at will with the following steps:
1. Run Create W2-PDF Forms for all companies and all employees
2. Navigate to Report Manager and select PYW209EE EE W2 Employee Print Form 2009
