E-PC: Where is the OracleUseDescriptors Parameter to fix Date Format issues in 8.50 and up? (Doc ID 1116973.1)

There was an OracleUseDescriptors parameter introduced in psappsrv.cfg that allows the following settings in 8.49.22 per <Note 789080.1>:

0 - performance change and NLS change both enabled.
1 - performance change enabled, NLS change disabled.
2 - performance change and NLS change disabled.

Does the parameter still exist on PeopleTools 8.50?  It is not in the psappsrv.cfg file as delivered.  Can it be added manually and modified?
