E-IB: Consume Web Service Wizard Fails to Import XML Schema and errors "Integration Gateway - External System Contact Error (158,10721)" (Doc ID 1141074.1)

Symptoms

Reported on environment: PeopleTools 8.49.15 with Weblogic 9.2, integrating with a third party :

The site is attempting to consume a secure webservice using WSDL URL as source, at navigation:
PeopleTools > Integration Broker > Web Services > Consume Web Service

Getting the following online error while trying to consume that web service:

"Integration Gateway - External System Contact Error (158,10721)
Integration Gateway was not able to contact the external system.
The network location specified may be incorrect, or the site is permanently or temporarily down."

The gateway error log (in errorLog.html file) has the following:

IOException: The host couldn't be resolved.
