E-WL: Starting and/or Installation of WebLogic or PIA is Slow or Hangs (Doc ID 1143823.1)

Symptoms

You may see one of the following three symptoms when installing and/or starting the WebLogic PIA:

SYMPTOM #1

When starting a WebLogic 10.3.x or 12c PIA in a Linux environment, it may hang or start very slowly.  No errors are logged.

SYMPTOM #2
----------------------
When installing PIA, in a Linux environment, it hangs at about 20% completion.
If the issue occurs during the PIA install, the process is hanging on command "java -Dpython" which can be observed as follows:
  1. Run the following command:
       ps -ef|grep <user>" (where <user> is the user id who is installing the PIA)
  2. You'll see that the installer is hung running "java -Dpython". Example:
