Peoplesoft XML EIP Messages are failing intermittently with a duplicate insert error on the PS_BCT_CTL table. The specific error message is:

A fatal PeopleCode SQL error occurred. (2,125) FUNCLIB_ININTFC.SUBSCRIBE_MSG.FieldFormula - Function Insert_BCT_CTL

Violation of PRIMARY KEY constraint 'PK_PS_BCT_CTL'. Cannot insert duplicate key in object 'dbo.PS_BCT_CTL'. [Microsoft][SQL Native Client][SQL Server]The statement has been terminated. (SQLSTATE 01000) 3621 Statement: INSERT INTO PS_BCT_CTL

A review of the key fields shows that the EIP_CTL_ID is a duplicate to an existing record.

The issue is intermittent, and transactions go through OK much of the time. The transactions in error will also process fine when resubmitted. The error usually occurs when high volumes of transactions are processed at the same time.
