Can CHARACTER BASED SEMANTICS instead of BYTE BASED be implemented for pre-9.0 apps?
In Unicode implementations, with byte based semantics in Oracle 9 and above, a significant overhead is introduced with PeopleTools constraint checks and using character based semantics will eliminate this overhead.
