Symptoms

Problem Statement

When there are multiple effective dated rows in the item type table, the description of item type displayed on a student account always uses the most recent row from the item type table.

Expected Results
--------------------------------
It was expected to use the description of the effective dated row based on the transaction posting date or item term date.

Steps To Reproduce
--------------------------------
The issue can be reproduced at will with the following steps:
1. Insert an effective dated row that is later than the transaction posted date on the item type table.
2. Verify student account and the description always display based on the most recent row which is misleading.
