E-WL: Can't Access PeopleSoft Signon Page when Using IIS 7.0: Browser Displays Message "HTTP Error 503. This service unavailable" and Windows Event Log Shows "Faulting application w3wp.exe...." (Doc ID 1196034.1)

Symptoms

Unable to access the PeopleSoft signon page after configuring IIS 7.0, with WebLogic plug-in. When attempting to access the PeopleSoft signon page, the following error message is displayed:

HTTP Error 503. This service unavailable


The Window system events log shows this message:

Faulting application w3wp.exe, version 7.0.6002.18005, time stamp 0x49e023cf, faulting module iisforward.dll, version 0.0.0.0, time stamp 0x4491d2bf, exception code 0xc0000005, fault offset 0x00002247, process id 0xbb0, application start time 0x01cb45addcb43f10.


No information is written to IIS log files "iisforward.log" or "wlproxy.log" even if the 'DEBUG' parameter is enabled in file iisproxy.ini.
Can access the PeopleSoft sign-on page if IIS configuration is changed to NOT use WebLogic plug-in's.
