After changing the password for the power PeopleSoft user, eg.PS, used in psappsrv.cfg and psprcs.cfg, Application Server log shows numerous "PeopleSoft ID and Password authentication failed. Invalid password for user PS@JavaClient" and eventually the power user account is locked out.
