Symptoms
When attempting to manually upload a new attachment on the Application Data page, the following error occurs.
ERROR

AddAttachment failed (137,2)
The AddAttachment(2) call failed
The issue can be reproduced at will with the following steps:
1. Navigate to Student Admissions > Application Maintenance > Maintain Applications
Enter the following values:
Academic Institution: PSUNV
Academic Career: UGRD
Click Search and pick one Application Nbr.
2. Click Application Data tab.
3. Click Add Attachment button.
4. Click Browse, select a file and upload .
Due to this issue, users cannot upload attachments relating to applications.
