E-WF: Popup Error Occurs when Sending Email has No "TO" Recipient Value, Only "CC" and "BCC" Recipient Values (Doc ID 1240471.1)

Symptoms

Email Notification is created and sent correctly when it contains a "TO" recipient email address, and any attempt to create Email Notification that only has recipients for "CC", or "BCC", and no value for the "TO" field, results in an error.

Error (in pop-up message box):


Replication Steps:
1. Navigate: PeopleTools, Workflow, Defaults & Messages, -Worklist/Email Message. Notify Button.
2. Enter valid email address in BCC field only.
3. Observe Pop up Error message: There are no recipients for this notification.
4. Enter at least one recipient in order to send this notification.
