E-AS: How Does the Application Servers Failover Behave if a Machine is Retired/Shutdown? (Doc ID 1241944.1)

Goal

For this example the Customer decided they no longer needed half of the Application Server systems then in use, so they shut these down. With half of the active application server domains stopped, PeopleSoft admins started receiving reports that users were experiencing significant delays while saving changes via PIA/Browser. Upon checking the web server logs, it was found that the PIA Jolt code was still trying to connect to the "retired/shutdown" application domains.

The Customers assumption was that, even if we leave the retired application server domains configured on the configuration.properties of web servers, this should not be causing a problem, but this appears not to be the case, as the web server is still referencing the retired domains.

Is this a normal behavior or a known problem?
