EAP: Clarification on Vendor Upload ExcelToCI for Withholding information (Doc ID 1263619.1)

Goal

When using Component Interface VNDR_ID and a custom template to load the Withholding information for existing Vendors for the record PS_VENDOR_WTHD_JUR, PS_VENDOR_WTHD_JUR exists on VNDR_ID but not on VNDR_ID_EXCEL.

1)  Is is possible to upload Withholding information to VENDOR_WTHD and VENDOR_WTHD_JUR via ExcelToCI in either a delivered or custom Component Interface?

2)  If it is not possible, WHY cannot it not be done?  What is preventing the upload from happening?  Is there something about the record?
