ERS: Manage Utilization displaying all Actions for Assignments even though access is limited (Doc ID 1269727.1)

Symptoms

Users who do not have granted access to the Assign Resource component (RS_ASSIGNMENT), should only be able to have the Actions of Consider and Recommend in the Manage Utilization page (RS_MYRESOURCES) when searching for existing Service Orders for their Resources. While that is properly working the first time, if a Resource has been saved as Considered and/or Recommended to an existing Service Order, the next time the user goes to the Manage Utilization page, they are able to select any Action value they want, even though their descriptions are shortened.

   + Replication Steps:

       - Create a new Permission List that grants access to Staffing Workbench Manage Utilization, and the Resource Group Setup pages
       - Add that Permission List to a new Role
       - Add that Role to a new User ID ABC
       - Log into the database as User ID VP1
       - Create a new Service Order that would be ideal for a Resource ID XYZ
       - Log into the database as User ID ABC
       - Navigate to: Resource Management > Define User Options > Resource Group Setup
       - Create a brand new Resource Group that will include Resource ID XYZ
       - Navigate to: Resource Management > Staffing Workbench > Manage Utilization
       - Select the Resource Group just created, and select the Resource ID XYZ
       - Perform a search, and find the Service Order created
       - Set the Resource as Considered by selecting the Consider Action, and save the changes
       - Set the Resource as Recommended by selecting the Recommend Action, and save the changes
       - Get out of the Staffing Workbench component
       - Navigate to: Resource Management > Staffing Workbench > Manage Utilization
       - Select the Resource Group just created, and select the Resource ID XYZ
       - Perform a search, and find the Service Order created
       - Go to the Service Order Action drop down list, and see all the available values: A, C, I, P, R, S, V, and X

Additional Action options are available to users that should not have them in the Manage Utilization page; their descriptions are abbreviated and confusing, but nevertheless, they are able to create a proper Assignment for the Resource and selected Service Order.

The Resource Managers should only have the Actions of Consider and Recommend no matter how they access the Manage Utilization page (RS_MYRESOURCES), specially if their security does not grant them access to create Resource Assignments.
