E-IB: Service Operation Stays in Status "Started" or "Working" because of Duplicate Transaction IDs (Doc ID 1274425.1)

Symptoms

After upgrading to PeopleTools 8.50, AppMsgPurgeAll.dms was run before system start-up, service operations are being published between Peoplesoft systems, and most of them are successful and reach the Done status during publication, but at random, some get stuck in the Started status. This happens for only one of the remote nodes, and is not consistent as to which one.

No error messages are seen, just in the Service Operation Monitor the status on the Publication Contract remains Started, even though it should go to Done.
