E-IB: Get "SOAP XML Document has no Envelope section. (2,911)" on Invoking PeopleSoft Web Service after PeopleTools Upgrade to 8.48+ (Doc ID 1275138.1)

Symptoms

A PeopleSoft Web Service with a custom handler, which successfully worked in a pre-8.48 PeopleTools release being accessed via HTTP Listening Connector, after upgrade to PeopleTools 8.48 or later, it is successfully tested by using the Integration Broker Service Operation Tester utility via correspondent PIA page, but when the identical SOAP request comes to the PeopleSoft Service Listening Connector from an external third-party tool (like JDeveloper, Visual Studio or soapUI, which consume that Web Service using its PeopleSoft generated WSDL), or even via PeopleTools Send Master utility, the Integration Gateway response is a SOAP Fault message with the below error message:

PeopleTools was upgraded from a pre-8.48 release to 8.48 or later release, and the end point was switched from HttpListeningConnector to PeopleSoftServiceListeningConnector.
