Symptoms
When running Maintain delegated authorities, the HCDL_BATCH application engine goes to No Success.
In the Process Monitor, Detail, Message Log, the following error can be seen in the trace file
Steps to replicate the issue:
1. Workforce Administration > Self Service Transactions > Approvals and Delegation > Maintain Delegated Authorities > Maintain Delegated Authority
2. Click the Process Request button to run the Maintain Delegated Authority (HCDL_BATCH) Application Engine process
3. The process goes to No Success
