Transfer Performance Notes Is Not Working in ePerformance (Doc ID 1279414.1)

Performance Note is not getting transferred to another employee.
Performance notes should get transferred from one employee to another.
The issue can be reproduced at will with the following steps:
1. Go to Self-service-->Performance Management-->Performance Notes
2. Add new Performance Note and save or select existing Performance Notes
3. Click on Transfer button and select the employee to whom this should transfer
4. Once it is transfered, not able to see the performance note in receiving side.

HRMS 9.1 PeopleBooks explains the transfer functionality in ePerformance.

Transfer: Select one or more notes and then click this button to transfer the note to another manager.

This feature does not work as explained in PeopleBooks.
