E-AD: Windows 2008R2 Error: "Could not create shared cache. (0,0)" When Opening Application Designer Without Administrator Rights

On Windows 2008R2 Client when opening Application Designer customers will get the following error "System Error: Could not create shared cache. (0,0)"
This caching issue occurs with Application Designer and Data Mover.
Executing psae.exe also comes up with this error on Windows 2008R2.
