E-WF: EMAIL_MSG Sends Unique Emails With The Same Message Id (Doc ID 1290293.1)

Symptoms

PeopleTools 8.49.25.

Using an AE program that publishes a large number of emails. The code used is similar to:

&notify = CreateMessage(Operation.EMAIL_MSG);
...<set email_msg properties>
%IntBroker.Publish(&notify);

Most times it works okay, but intermittently, unique emails with the same Message ID are created so the  Exchange system views them as the same email and the duplicates are discarded instead of being sent to the user's email in-box, so that users are not getting the emails that require their immediate attention.

Duplicate Message-IDs results in the duplicate email, although unique, to be defined as a duplicate and hence not sent to the in-box of the user. Only unique Message-ids should be created.

The issue can be reproduced with the following steps:
1. Run the AE program to generate a batch of emails.
2. Review the SMTP log to see duplicates
3. Repeat steps 1 and 2 enough times to reproduce, as it is an intermittent problem.
