E-FTP: Are Domain Users Supported For FTP URLs?

Symptoms
When using a Domain User Account in the FTP URL for a FTP URL, file attachments fail with one of the following errors:
An invalid parameter has been passed to the file attachment function. (2,788)
Cannot locate destination system for FTP.
Unable to login to destination system for FTP.
Error : Could not resolve the host
A Domain User Account has one of the two following syntax:
Domain\Username
Username@Domain
For example:
ftp://peoplesoft\user:pwd@<hostname>
ftp://user@peoplesoft:pwd@<hostname>
