Symptoms

PeopleTools Test Utilities page does not work when uploading to FTP.  The page refreshes but nothing occurs.  Uploading to a database record works fine.

ERROR

The error in the application server log is:
ExecuteViewAttachment (error): return code (1) indicates attempt to download file from storage (for viewing) failed.

The trace file shows the below messages:

(Note that the trace file is taken from a 8.51 environment where more debug information is available.  A 8.50 environment trace file will not show as much information.)
