E-WL WebLogic Admin Server or Single Server PIA Hangs During Startup and Showing Status of STARTING (Doc ID 1298943.1)

Symptoms

When starting the Weblogic Admin server using the command line script, startWebLogicAdmin.cmd, the server could not complete the start up procedure. Instead, it hangs at a state of STARTING and does not progress any further. The following lines in the WebLogicAdmin_weblogic.log file are symptoms of this behavior :

<Notice> <WebLogicServer> <> <> <main> <> <> <> <1298394774906> <BEA-000365> <Server state changed to STARTING>

The expected outcome for a successful WeblogicAdmin server start up is when the Weblogic Admin server is showing as RUNNING as such :

<WebLogicAdmin> <Main Thread> <> <> <> <1297909906648> <BEA-000360> <Server started in RUNNING mode>

Note: When the WeblogicAdmin server is configured as a Windows Service, the status of the Windows service may show as 'Started'.
