ELM 9.0: Process Fullsync Data AE (LM_LD_WKFC), Workforce Data Producing Incorrect Error Message: "Could Not Find the Organization for This Person in the LM_ORGANIZATION Table"

Process Fullsync Data (Application Engine LM_LD_STGDAT that dynamically calls LM_LD_WKFC) , Workforce Data produce incorrect error message: "Could not find the organization for this person in the LM_ORGANIZATION table".

The issue can be reproduced at will with the following steps:

  1. Run WORKFORCE_FULLSYNC messages from HCM to ELM, receive done status on messages.
  2. Verify data loaded into the ELM Staging tables.
  3. Run process Process Fullsync Data (AE LM_LD_STGDAT, which dynamically calls AE LM_LD_WKFC).
  4. Review the  Standard Report from the Process Fullsync Data, Workforce Data receive error message for Learner's Workforce data : "Could not find the organization for this person in the LM_ORGANIZATION table", even though Department is Active and in the Organization table for LM_HR_DEPTID in the Learner's LM_STG_PRS_JOB table data.

Administrators unable to view new Learners or  unable to view some of the existing Learners Job Information, because Job data not loaded in the ELM Workforce application tables.
