E-IB: Loading Gateway Connectors or Accessing Gateway Properties Results in Java Errors

Symptoms

On an AIX environment installed tools PT 8.50.14 and Portal 9.1. The Gateway URL is defined and it can be pinged successfully. When loading the gateway connectors, get a java error online:

Integration Gateway: General Connection Failed (158,10836)
This error is thrown when there is no valid response.
Possible errors include:
Bad gateway URL
Sync Service Timeout set and Service actually timed out.
Java exception thrown - Check Application Server for possible Java exception.

When trying to get into the integration gateway properties file after entering the username/password, get the online error:
Java Exception: java.lang.NoClassDefFoundError: javax.crypto.b (initialization failure): during call of com.peoplesoft.pt.integrationgateway.common.EncryptPassword.encryptPassword. (2,763) PSGATEWAY_WRK.OK_PB.FieldChange PCPC:627 Statement:10

STEPS

The issue can be reproduced with the following steps:
1. Peopletools>Integration Broker>Configuration>Gateway. Select the local gateway.

2. Click on Load Connectors. --->

Integration Gateway: General Connection Failed (158,10836)
This error is thrown when there is no valid response.
Possible errors include:
Bad gateway URL
Sync Service Timeout set and Service actually timed out.
Java exception thrown - Check Application Server for possible Java exception.

3. Click on Gateway Properties link 4. Enter username/password. --->
