Merge Applicant Process Does Not Copy HRS_APP_ANSWER Data From Source Applicant to Target (Doc ID 1301196.1)

Symptoms

While merging duplicate applicants using Manage Applicant > Merge as Target, the HRS_QSTN_ID and HRS_ANSWER_ID fields within HRS_APP_ANSWER should be populated with a correct value from source, instead of 0.

STEPS TO REPLICATE:
---------------------------

1. Check to find duplicate applicants in the system via Recruiting > Administration > Process Duplicate Applicants.
2. Query HRS_APP_ANSWER and check actual values exist for HRS_APP_ANSWER and HRS_QSTN_ID.
3. Go to Recruiting > Find Applicants and pull up the Target applicant. Select Action of Merge As Target.
4. Enter the source to merge.
5. Query HRS_APP_ANSWER again. New row gets created for the target, however, HRS_QSTN_ID and HRS_ANSWER_ID are populated with 0 value, instead of correct values from the source.

Due to this issue, users cannot see the correct value from source for HRS_QSTN_ID and HRS_ANSWER_ID, instead always see 0 values. Any HRS_APP_ANSWER rows where HRS_ANSWER_ID > 0 are not getting carried over to the Target. Instead, an HRS_APP_ANSWER row with 0 in both HRS_QSTN_ID and HRS_ANSWER_ID is created.
