Symptoms
Running a BI Publisher, (XML Publisher), report from the run control page errors with:
"Error In Generating Report Output (235,2309) PSXP_RPTDEFNMANAGER.ReportDefn.OnExecute Name:ProcessReport PCPC:51640 Statement:1154
Error occurred during the process of generating the output file from template file, XML data file, and translation XLIFF file."
The error occurs when the report output has special characters. PeopeleCode is used to generate the XML file.
The following may be seen in the *.trc file

Caused by: java.io.UTFDataFormatException: Invalid UTF8 encoding.
