Symptoms
When attempting to run Benefits Billing Calculation with an employee with an inactive Benefits Billing enrollment tied to a waive in Base Benefits, the following error occurs:

000276:
"The employee's billing enrollment specifies a percentage calculation. Percentage calculations require an active enrollment in a benefit plan. The employee is not actively enrolled in a benefit plan as of the calculation date. The system will not be able to calculate a charge for this plan type for this period."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Health Enrollment for Plan Type 10, and 11 are elected 1/1/2000 and Terminated 3/1/2000 and Plan Type 14 is Waived 1/1/2000 to Benefits Billing Period 2006 (Jun 2000)
2. Benefits Billing enrollments are elected 1/1/2000 and inactive 3/1/2000
3. Navigation : Benefits > Benefits Billing > Calculate and Review Charges > Calculate Periodic Charges
4. Run process
