E-CA: Error when Enabling Process Scheduler Server on Change Assistant

 On : 8.51 version, Upgrade

When attempting to configure the Application Server in Change Assistant,
the following error occurs.

Unable to connect to Application Server <machine name>:<port>.

also in the Tuxedo log the following error can be observed:

JOLT_CAT:1626: "ERROR: Jolt client (ip address <ip address>) does not have proper application password

The issue can be reproduced at will with the following steps:
1. finish upgrade JOB till loading system setup data
2. try to enable process scheduler server thru Change assistant
