E-AS: Users Are Seeing "The application server is down at this time" After Environment Was Reconfigured (Doc ID 1312073.1)

Symptoms

User trying to logon into PIA after a server restart is getting the normal sign-on screen but after entering the userid and password a warning appears in the signon page saying:

The application server is down at this time
CHECK APPSERVER LOGS. THE SITE BOOTED WITH INTERNAL DEFAULT SETTINGS, BECAUSE OF: bea.jolt.ServiceException: Invalid Session

The server admin could see in the startPIA.cmd console window the following errors

bea.jolt.SessionException: TPEPERM - bad permissions
at bea.jolt.JoltSession.decodeLOGON(JoltSession.java:785)


The tuxedo logfile under the directory <PS_CFG>/ TUXLOG.mmddyy  is showing the following error:

JOLT_CAT:1626: "ERROR: Jolt client (ip address 10.171.122.146) does not have proper application password"

Other users cannot connect to the same Appserver domain in 3 tier connections even the Appserver was booted successfully.

Changes

A PeopleTools 8.51+ based Environment was manually re-configured or cloned.
