Loading Projects/Activities via Third Party Integration needs to be loaded based on INTFC_ID/INTFC_LINE_NUM fields for better WBS management (Doc ID 1313750.1)

PeopleSoft Enterprise FIN Project Costing - Version 9 to 9 [Release 9]
Information in this document applies to any platform.

Symptoms

On : 9.0 version, Third Party Integration

When integrating activities from a Third Party system, The activities are not loaded based on INTFC_ID and INTFC_LINE_NUM and this make it difficult to structure the WBS for the activities once loaded.

Following peopleBooks reference describe the way WBS will be created for transaction coming in from Third party system.

WBS ID (work breakdown structure identifier)
Displays the position of this activity within the WBS of the project. For activities that you create from a third party other than Microsoft, this field is blank and will be system-generated after you run the Load Projects and Activities process to load them into PeopleSoft Project Costing tables. The process loads the new activities to the end of the existing project WBS, if one exists, at level 1. For example, if the last activity on the existing project WBS currently has a WBS ID of 5, the process adds new activities to the structure with WBS IDs of 6, 7, 8, and so on.

Currently, the system appears to be not using INTFC_ID and INTFC_LINE_NUM or the field ROW_NUMBER_5 to order the activities. The app engine is using activity_id to order the rows and it takes a huge effort to create WBS when activities are loaded in this fashion.

EXPECTED BEHAVIOR
-----------------------
Activities should be loaded into PS_PROJ_ACTIVITY based on INTFC_ID/INTFC_LINE_NUM or by the ROW_NUMBER_5 fields rather than ACTIVITY_ID.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate the INTFC_ACT_GEN with various activities having numerical numbers, alpha numeric and some special characters like "."
2. Try loading them by running the "Load Project and Activities" process.
3. Review Project Activities page for the project and see that the activities are not loaded sequentially based on INTFC_ID/INTFC_LINE_NUM.
4. This makes it difficult to do WBS for the activities loaded when there are huge number of activities for a given project.
