Outbound messages are fired off, but are not getting processed. When the domain status page is checked, there are no active domain entries on the domain status page. Only three rows for the dispatchers that have inactive status.
Navigation: PeopleTools-> Integration Broker -> Service Operation Monitor -> Administration - > Domain
It was verified that the PUB/SUB processes for the application server domain are up and running.
Since the domain entry is not populated on the page, there is no way to activate the dispatchers.
