Goal

Journal Edit does not validate Project Costing (PC BU, Project, Activity) fields when editing a journal from a subsystem (created by Journal Generator) when lines have some project costing fields but not others.

However, if entering an online journal entry or batch editing a journal imported (from flat file or spreadsheet), user is required to enter the missing project costing fields.
