E-AD: Save PeopleCode/SQL in Application Designer Sometimes Lead To "Has Been Updated By Another User" Error (Doc ID 1320142.1)

Symptoms

When making changes to PeopleCode or SQL and try to save, there are scenarios where an error occurs indicating that it has been updated by another user.  At which point, Application Designer becomes non-functional, and the user must exit Application Designer and re-login to continue making any further changes..

ERROR
---------------
Series of errors:
... has been updated by another user. (3,1)
Illegal uncommited SQL cursor detected.  Close down all windows and reboot. (22,3)
PSAFFIRM(0) failed at E:\pt85107b-retail\peopletools\src\pssam\sam.cpp, line 814. See trace file. Press Cancel for debugger.
Database access is not allowed.  Close down all PeopleSoft windows and re-sign-on.
