ETL8.9/9.x Comp Time Error (135104,110) When Current and Prior Period or Future Dated Comp Time is Reported. (Doc ID 1329286.1)

Symptoms

The end users are receiving an invalid comp time error in the current pay period. They are trying to enter Comp Time Earned. The current comp time balance on employee is 10.25 hours. The maximum is 240.00 hours. The error message (13504,110) is stating that the minimum allowed is 0.00 and the quantity reported as comp time taken must be reduced, and the record cannot be saved.

When attempting to report comp time in prior period,
the following error occurs.

Comp plan KUCTOP1 will reach a balance of 8 on 2011-07-07 . The minimum allowed is 0. (13504,110)"

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. This employee enrolled into comp plan on 6/6/11
2. Report 4 hours KUCE1 (Earn Comp time) on 7/7 and 4 hrs KUTK1 (Taken Comp time) .
3 . When employee tries to report additional earn comp hours on 6/7 it triggers an error..

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users have available balance but can't take it.

The problem started after applying the 8.9 Bundle #24 that contains the fix for Bug #11648698 PSFT 1994178000-ERROR (135104,110) ON PRIOR PERIOD ADJUSTMENT COMPTIME HOURS EXC .
