Prepare for Hire - Hire/Rehire Issue When Hiring a Person of Interest in Recruiting

Symptoms
When trying to rehire a Person of Interest (POI) through Recruiting > Manage Hires, the system does not allow to save the job data of the employee with the same instance.
An external candidate who comes in through candidate gateway and does not indicate that they were a former employee or student, is added as an External-New Applicant. Upon the Prepare for Hire, the employee ID is verified and found. When this is carried to the Prepare for Hire, the applicant status changes to External-Previous Employee rather than Internal-Non-Employee so the selection of the hire types are limited to only Rehire and Add Contingent Worker. We cannot Rehire as this person does not have a previous job data row. The option should be available only to Hire or Add Contingent Worker.
The second issue is that if the Applicant is added as a Non-employee, then when the employee verify is conducted at the Prepare for Hire, the Applicant status is Internal-Non-Employee, however, the Hire Type should be Hire or Add Contingent Worker, not just Hire.
In effect, the following additions of Hire Type are to be done to the specific Applicant Types:
I (Internal EE) - Add R (Rehire)
N (Internal Non EE) - Add W (Add CWR)
F (External Previous EE) - Add H (Hire) & J (Add Concurrent Job)
The other alternative is to provide a configurable setup record that allows users to set the Hire Types they will allow based on their business practice to each of the Applicant Types.
