The Customer Address with the Latest Valid Effective Date Is Not Being Pulled Correctly when Creating a Sales Order

When creating a Sales Order (navigation: Order Management, Quotes and Orders, Create/Update) for a Customer who has several Addresses with different Effective Dates for the same Location, the Address which is pulled by the system is not the one with the latest valid Effective Date.
